Authority:

Capital Program Administration is responsible for developing, implementing and updating guidelines and procedures supporting delivery of Capital Projects as delegated by the Hillsborough County Administrator. Please refer to Administrative Directive #CS-12.

 

Purpose:

To provide guidance for the documentation, structure, and methodology for representing, tracking, and updating non-traditional projects in PIMS.

 

Guideline:

1)     The large majority of projects in the CIP are traditional classically defined projects of definable scope, duration, and non-recurring nature. However, there are exceptions that include projects for Acquisitions, Developers, FARE Accounts, Master Projects, Funding to Other Agencies, and Pool Accounts.

 

2)     Departments, in coordination with Management & Budget, shall make the determination as to the applicability of this non-traditional project designation. Discrepancies shall be resolved by the Capital Project Oversight Committee (CPOC).

 

3)     By default, all projects not so designated are considered traditional projects.

 

4)     Non-traditional projects shall be represented in the PIMS database. However, the level of detail for the activities required within the schedule is anticipated to be minimal. Departments have the flexibility to creatively develop the activities used to represent the projects. They may be milestone based in nature if desired. They may also be pseudo activities that assist in describing the project�s functionality or used simply to represent a placeholder for assigning costing and/or resources.

 

5)     All activities created for non-traditional projects must be assigned within one of the applicable PIMS Categories (Planning, Design, Procurement, Construction, Admin/Closeout).

 

6)     Non-Traditional Projects shall be “scheduled“ monthly, as is done for traditional projects. However, it is understood that monthly progress updates in many cases will not be applicable or required.

 

Procedure:

The designation of non-traditional projects shall be documented and tracked by Departments and Project Managers in PIMS utilizing the following Global Project Code:
